New York Lottery General Rules and Regulations

The following are the most prominent rules and regulations that the player should be aware of before playing the New York lottery games.

  • New York Lottery players must be 18 years of age or older.
  • All Lottery tickets are bearer instruments. Playcards and sales receipts are not valid receipts and cannot be used to claim a prize.
  • The Purchaser of a Lottery ticket has the sole responsibility for verifying the accuracy and condition of the data printed onthe ticket at the time of purchase.
  • Neither the New York Lottery nor its agents shall be responsible for lost or stolen tickets.
  • No corrections or cancellations can be made on a Lotto, Powerball or Mega Millions ticket.
  • New York Lottery cannot be played by subscription or through the mail
  • Use the ticket checker now available at all retail locations statewide to determine if you have a winning ticket before handing it to a store clerk for payment.

Claiming Prizes of the New York Lottery

Here are the steps you have to follow if you are a lucky winner of any New York lottery,

  • Winning tickets must be claimed within 1 year of the draw date on the ticket.
  • Please remember each ticket is a bearer instrument. Sign the back of your ticket for your protection.
  • You can collect a prize of up to and including $600 from any of the New York Lottery retailers.
  • You can also submit a postage-paid claim-form mailer available at your New York Lottery retailer, or download a mail-in claimform from the NY Lottery web site. Simply complete the form, put it in an envelope and mail it to:
    New York Lottery, P.O. Box 7533, Schenectady, NY 12301 – 7533.
  • Winners' Handbooks are available for jackpot winnersto help answer any questions you may have.
  • The New York Lottery is required by law to withhold New York State income taxes from taxable prizes over $5,000, regardlessof the winner's place of residence.
    The current tax withholding rates are:
    Federal withholding 25%Federal backup withholding 28%Federal Non-resident Alien withholding 30%New York State withholding 8.97%New York City withholding 3.876%Yonkers withholding .897%(Beginning 4/1/11, Yonkers withholding 1.3455%)
  • By law, the New York Lottery is required to withhold past-due support and prior public assistance received from any Lottery prize of $600 or more.
